For May 13, 2018 By - Sakrebulo Elections in Zugdidi Municipality, election technologies will be piloted, namely, on the polling day, voters will vote using a special electronic voting and ballot counting device.
To provide qualified services to electorate, as well as to ensure voting using new technologies, on May 9 the CEC and the Training Center will hold First Stage trainings for members of PECs of N 67.27 Tsaishi Community Local Majoritarian Election District. Full composition of PECs will be trained using the following key training modules:
- Voters’ lists;
- Setting up a polling station, election documentation and supplies;
- Opening a polling station and procedures to be performed prior to voting;
- Performing the functions subject to distribution among PEC members via casting of lots (PEC member in charge of regulating the line of voters; PEC member in charge of registering voters; PEC member in charge of overseeing special frame-envelopes;
- PEC member in charge of carrying a mobile ballot box);
- PEC member in charge of overseeing ballot box and voting and vote counting special machine;
- Sealing ballot boxes in the presence of the first voter;
- The voting process at a polling station (new rule of completing ballot papers by voters and placing ballot paper via a special frame-envelope using voting and vote counting special machine);
- Voting process via a mobile ballot box;
- Policy to promote the engagement of voters with disabilities;
- Closing a polling station;
- Sorting and counting ballot papers;
- Sealing electoral documentation;
- Summarizing voting results;
- Polling day applications/complaints.
To support raising procedural knowledge of Election Administration members, the training will be delivered via a combined methodology, including, to ensure the development of practical skills, training participants will perform episodic staging of the voting day.
DEC members will also attend the trainings of PEC members.
