According to the Trainings Concept developed for October 8, 2016 Parliamentary Elections, 3^rd stage of trainings were held during the period of September 21-26. Headofficials of precinct election commissions (chair, deputy chair and commission secretary) were trained.

As part of the trainings, participants were introduced to the following key training modules:

• powers of leadership of precinct election commissions (including working with electoral documentation, rule of drawing up a summarizing protocol);
• polling day applications/complaints;
• electoral security
