From October 16 through October 23, 2019, trainings were implemented for the members of PECs operating under N15 Lagodekhi, N38 Adigeni and N65 Martvili DECs for the By-elections of Sakrebulos according to the Trainings Concept developed by the Training Center.

The trainings of PEC members were implemented in two stages. As part of the training program, members of PECs were acquainted with the following key topics:

• Activities of PECs during the period up to the voting day, including the powers of PECs concerning voters’ lists;
• Managing electoral operations on a voting day and procedural mechanisms for supporting exercising voting rights of voters in the course of voting;
• Rights status of individuals authorized to be at the polling station;
• Protection of voters’ personal data;
• Communication/coordination with DECs;
• Summarizing polling results at PECs and filling out voting results summary protocol;
• Regulations about photo and video shooting on a voting day;
• Electoral security;
• Voting day applications/complaints.

For supporting the enhancement of procedural knowledge of the members of election commissions, the training was implemented using the combined methodology; in order to enhance their practical skills, participants performed episodic role plays. As part of practical training, PEC members also were informed about the issues of the participation of voters with disabilities in voting.
