The Training Centre greatly appreciates the expressed interest of international and local observer organizations in the process of professional training of Precinct Election Commissions (PEC) and creates all the conditions for attending the process. For this purpose, the Training Centre has proactively published on the website the detailed schedules of the PEC trainings to be held throughout the country, publicity of the training schedules is aimed at informing the observers, for the purposes of monitoring the process.
In the format of an open communication platform and meetings with international observation missions, the Training Centre continuously shares information about planned and ongoing informational-training projects within the preparatory phase for the elections.
The training programs and training resources developed by the Training Centre respond to the recommendations outlined in the reports of observing organizations. Taking them into account, within the framework of training programs, PECs’ head officials and members are informed in detail about the activities to be carried out by them and the standards, the uniform fulfillment of which is essential in the process of providing qualified service to voters.
Through the training process, an important place is given to such issues as: equal and accessible electoral environment for each voter; guaranteeing the free expression of the voter's will; secrecy of choice and protection of voter's personal data at the polling station; creation and support of an inclusive election environment; ensuring the conditions for unhindered observation of the process; organizational conduct of polling procedures by the PECs’ members; ensuring the publicity of the preliminary polling results and summary protocols. Considering the electoral reform, the emphasis is set on the practical aspects of working with the machines.
The training program for election administrators is drawn up by the Training Centre on the basis of the PECs guidelines developed for these purposes, which are approved by the CEC Decree and is available to any interested person (published on the website of the Training Centre). Adhering to the standard of all-round predictability of the voting process, the guidelines and the training programs developed based on them, describe in detail the functions to be performed by the PECs in accordance with the legislation and the aspects of the election services to be provided to the voters. The issues of the functionality of electronic devices integrated in the polling process are presented to the maximum extent with the visualized material.
Thus, the Training Centre welcomes all observing organizations to attend and observe the training process within the framework of the mandate, which is related to the overall goal of supporting the democratic electoral process.
In addition, the Training Centre especially appreciates the partner relationship with the District Election Commissions (DEC), which coordinate informing the PECs’ members to attend the trainings and supervise the activities of the subordinate PECs. Considering the mentioned, the Training Centre welcomes the appeal made by the CEC at the session held on September 14, to support the uninterrupted implementation of the training processes from all DEC members.
