Center for Electoral Systems Development, Reforms and Trainings worked out modernized “Concept of Trainings for Election Administration Staff, which forms new approaches, training methods of PEC and DEC staff and supports effectiveness of their activities. Regarding Midterm elections of the Parliament of Georgia, October 2, 2011, piloting of experimental training program offered by this concept, was launched in #17 District of Telavi. 

New training program considers using of various methods in the process of trainings of Election administration staff, including innovative methods – Electoral Leraning

E-learning is carried out by electronic program elaborated by the Center, providing training participants with necessary information by using visual and schematic effects, which is very effective for productive studies.

For verifying acknowledgment quality of received information by training participants and their participation in training, e-learning will be held by using interactive method.     

Training program worked out for the members of PEC includes implementation of new practical method for the members of management (chairman, deputy chairman, secretary), including filling up conclusive questionnaire at the end of trainings.

Except these novelties, for supporting regulated activities of PECs, Center prepared instructions for PEC members, containing important events concerning commission activities and explained in simple language:  

• Instruction of first session of PEC;
• Instruction for register keeping; 
• Instruction for PEC Chairman (Check-List):
  • activities for pre-election period;
  • activities on voting day;
• Instruction of PEC secretary (check-list); 
  • activities on voting day;
• Instructions for PEC member functions on voting day;
  • functions of flow regulating commission members; 
  • functions of commission member registering of voters;
  • functions of commission member supervising election envelopes and boxes;
  • Functions of commission member accompanying mobile boxes;

Regarding Midterm elections of the Parliament of Georgia, October 2, 2011, Center prepared additional manuals for PEC and DEC.   

 Training Schedule 

In August 18-20 of 2011, representatives of the Center held trainings for the member of #17 Election District members and in August 20-21 for trainers. 

 Staff prepared by the Center (four trainers) will provide training course for the members of 54 PECs of #17 Election District, in three stages:  

I stage:  Chairman, deputy chairman, secretary will be trained (program will cover theoretic part in e-form and practical part as well);

II Stage: 13 members of PEC will be trained (program will cover theoretic part in e-form, practical part and voting for stage);

III Stage:  Chairman, deputy chairman, secretary will be trained (training will be focused on practical sessions);
