In accordance with the strategic task of staffing the Election Administration with highly qualified officials, the CEC and the Training Centre continuously implement large-scale projects of various formats. For this purpose, one of the important directions is related to conducting certification exams of election administration officials.
The examination process helps to determine Georgian citizen's knowledge of election legislation. In case of passing the exam, the citizen is awarded with the certificate of election administration official, the possession of which is mandatory according to the legislation for the election/appointment to the relevant positions in the CEC and the District Election Commission. The said certificate is also valid for the position of head official and member in the Precinct Election Commission.
In 2024, the CEC and the Training Centre conducted 2 certification exams for election administration officials. The area covered 11 municipalities, a total of 12 examination centers were functioning at examination locations: Tbilisi (2 examination centers), Telavi, Rustavi, Gori, Akhaltsikhe, Tkibuli, Kutaisi, Zestafon, Ozurgeti, Senaki and Batumi.
Focusing on the service of citizens willing to pass the exam, the specially developed exam tests were proactively published on the websites of the CEC and the Training Centre. In addition, the Training Centre has implemented a certification exam preparation course for interested citizens in a free service format.

According to the Platform for Persons Holding Certifcate, by summarizing the data of the examination cycle conducted by the Training Centre in the past years and the current year, the number of persons holding a valid certificate of election administration officer is 3 670 (as of August 15, 2024).
Local non-governmental organizations observed the course of the exams at different stages: International Society for Fair Elections and Democracy; Association of Public Initiatives; Young people for the European future. The CEC and the Training Centre thank the organizations for their involvement in the process.
