From May 31 through June 12, 2021, the CEC and the Training Centre implemented the informational- training project “Courses for Electoral Administrators – for Potential Members of PEC”, in 64 municipalities throughout Georgia.

Within the profile training program aimed at raising of civic electoral awareness and facilitating the development of qualified human resources of the Election Administration, the participants got acquainted with the following key topics:

• guidelines of the democratic electoral process (including the secrecy of vote principle);
• election administration structure, guidelines for PEC members’ activities (the code of ethics);
• overview of PEC regulations (the rule of operation of a PEC);
• activities of a PEC prior to the polling day;
• opening a polling station and procedures to be performed prior to polling;
• implementation of PEC members functions during the polling process and the polling procedure;
• identification of procedural risks during polling and taking relevant response;
• protecting voters’ personal data;
• closing a polling station;
• counting ballot papers, developing and publishing a summary protocol of polling results;
• polling day applications/complaints.

Training was delivered via the combined methodology, among them, participants performed episodic staging in order to enhance practical skills (opening the ballot box and sorting/counting/sealing the ballot papers; Compilation of the summary protocols of voting results).

In total, 11 889 citizens, who went through relevant registration process in District Election Commissions, participated in the informational-training program.  The training course was delivered by the trainers of the Election Administration trained by the Training Centre, among them were the DECs’ members who were involved in the project as trainers as well.

Informational – training project was carried out in compliance with all the recommendations related to the pandemic.

The CEC and the Training Centre are implementing this project since 2015. Up to today, 39 140 participants went through “Courses for Electoral Administrators”
