According to the Trainings Concept developed by the Training Center for the President of Georgia October 28, 2018 Elections, trainings for PEC members formed in exceptional cases were held through the period of October 21-23, 2018. The training envisaged teaching of the full composition of PECs.

The following key training modules were covered throughout the trainings:

• Opening a polling station and procedures to be conducted prior to the start of voting;
• Activities of PECs during the voting process to ensure that voters exercise their suffrage;
• Protection of voters’ personal data;
• Rights of individuals authorized to be present at the polling station;
• Communication/coordination with DECs;
• Activities of PECs in the process of closing polling stations;
• Distribution of election documentation and inventory to the basic PEC;
• Polling day applications/complaints.

To promote enhancement of procedural knowledge of members of election commissions, the training was held via a combined methodology. This included role plays by participants to enhance their practical skills.
