From April 16, 2018, the Center of Electoral Systems Development, Reforms and Training, LEPL (hereinafter – the Training Center), announces grants competition for the following directions of grant competition funding stipulated under the Central Election Commission of Georgia №93/2018 Ordinance (available in Georgian): 

  • First direction:raise voter awareness for the President of Georgia 2018 Elections
  • Second direction:promote raising level of electoral awareness and civic engagement of young voters for the President of Georgia 2018 Elections
  • Third direction: supporting the participation of vulnerable groups and women for the President of Georgia 2018 Elections

Competition topic for the First Direction: raise voter awareness for the President of Georgia 2018 Elections

A grant project application submitted for the above-mentioned topic shall envisage implementation of informational/awareness-raising/training program or other activities aimed at raising electoral awareness of voters, enhancing their civic responsibility and envigorating voters in elections for the President of Georgia 2018 Elections. It is important that awareness raising/training program designed for the project shall make reference to used source, literature and author.

Voters’ groups covered by the project shall comprise voters’ group in general. Project beneficiaries may include, among others: voters with disabilities, ethnic minorities, IDPs. It is desirable that target groups are formed in consideration of gender aspects.

Grant project duration: August 1, 2018 – September 30 (2 months)

Total funding for the First Direction: GEL 209,000

The extent of grant project funding will be determined by areas as follows:

  • Tbilisi – at most GEL 19,000;
  • Kakheti – at most GEL 19,000;
  • Kvemo Kartli – at most GEL 19,000;
  • Shida Kartli – at most GEL 19,000;
  • Mtskheta-Mtianeti – at most GEL 19,000;
  • Samtskhe-Javakheti – at most GEL 19,000;
  • Imereti- at most GEL 19,000;
  • Racha-Lechkhumi and Kvemo Svaneti—at most GEL 19,000;
  • Samegrelo and Zemo Svaneti – at most GEL 19,000;
  • Guria – at most GEL 19,000;
  • Adjara – at most GEL 19,

Note:

  • An NGO is authorized to submit just one grant project proposal for competiton topic under the First Direction, for any of the areas.
  • In every area divided for the purposes of the competition, one winning project will be identified.
  • Given the goal determined under the competition topic, a grant project proposal submitted by NGOs shall envisage holding awareness-raising programs and/or other activities on the area of at least three election districts within an area determined for project implementation. The failure to meet the mentioned condition is the bases for removing competition documentation from competition.

Competition topic for the second direction: promote raising level of electoral awareness and civic engagement of young voters for the President of Georgia 2018 Elections

A grant project application submitted for the above-mentioned topic shall envisage and implementation of informational/awareness-raising/training program or other activities aimed at raising awareness of young voters and promoting their civic engagement in the electoral process for the President of Georgia 2018 Elections. It is important that awareness raising/training program designed for the project shall make reference to used source, literature and author.

Project target groups shall comprise young voters. Project beneficiaries may include, among others, PWDs, young voters, as well as ethnic minority youth. It is desirable that target groups are formed in consideration of gender aspects.

Note:

In coordination with a winning NGO for the Second Direction competition topic, the Training Center will provide contribution in the course of project implementation; this envisage holding an informational meeting for the target group as part of which mock elections will be organized through direct involvement of project participant youth.

Duration of informational meeting to be held as a contribution by the Training Center as part of the project shall be at most 2 hours.

The Training Center will reimburse for labor and business trip expenses of Training Center employees incurred in conjunction with informational meeting.

Grant project duration: August 1, 2018 – September 30 (2 months)

Total funding for the Second Direction: GEL 209,000

The extent of grant project funding will be determined by areas as follows:

Competition Topic for the Third Direction: supporting the participation of vulnerable groups and women for the President of Georgia 2018 Elections

A grant project application submitted for the above-mentioned topic shall envisage and implementation of informational/awareness-raising/training program or other activities aimed at raising awareness of vulnerable groups and promoting their civic engagement in the electoral process for the President of Georgia 2018 Elections. It is important that awareness raising/training program designed for the project shall make reference to used source, literature and author.

Project target groups shall comprise at least one target group listed below:

  • Women;
  • Ethnic minorities;
  • PWDs;
  • IDPs.

It is important that if ethnic minorities and/or PWDs are identified as target groups the project is implemented in consideration of language, tradition/religious barriers, needs of PWDs. It is desirable that target group is formed in light of gender aspects.

Grant project duration: August 1, 2018 წლის - September 30 (2 months)

Total funding for the Third Direction: GEL 140,000

Extent of grant project funding: At most GEL 19,000

Attention:

  • Head of an NGO funded under the announced grant competition and project implementing individuals, in the course of project implementation shall be independent and impartial, in the course of performing activities envisaged by the project avoid any activity that may be perceived as an action in support/against any electoral subject, including refrain from involving such individuals in the capacity of project implementing officers who are electoral subjects for the President of Georgia 2018 Elections. In case the failure to comply with the above-mentioned requirement is confirmed, measures of responsibility stipulated by the Grant Award Rules will be applied against such NGOs.
  • Pursuant to Grant Award Rules, to participate in the competition, an NGO is authorized to submit just one grant application under the announced competition.

Who is eligible to participate in the grant competition

Local non-commercial legal entities (hereinafter – NGO) registered pursuant to Georgia legislation prior to announcing of competition are eligible to participate in the competition.

Those NGOs whose managers and/or the individuals envisaged to implement submitted grant project shall not be eligible to participate in the competition if they are either of the following: a member of the Central Election Commission of Georgia; a Head of a structural unit of the CEC Apparatus; a Head, a Deputy Head of the Training Center; Head of a structural unit of the Training Center; a member of a grant competition committee, committee secretariat and monitoring group. NGO management implies individuals having the authority to lead/represent an NGO according to an extract from the Registry of Entrepreneurs and Non-commercial Legal Entities.

Documentation to be submitted to the grant competition:

To participate in the grant competition, an NGO shall submit the following documents according to the indicated rule:

  1. a)  Grant application as per the form in the Annex N1 (available in Georgian) (hard copy and an electronic version (CD));
  2. b)  An extract from the Registry of Entrepreneurs and Non-commercial Legal Entities obtained after the grant competition announcement (April 16, 2018) evidencing that the NGO does not have the following obligations: attachment/injunction, tax lien, registry of creditors (hard copy);
  3. c) a founding document (statute, charter, etc.) verified according to Georgia legislation (hard copy).

Reviewing body:

Grant Competition commission takes a decision on dismissing competition documentation, on funding/refusal to fund an NGO, removal of competition documentation from competition. Grant competition commission takes such decisions in absentia of a representative of an NGO that has submitted the competition documentation.

Members of grant competition commission will evaluate grant projects according to the criteria stipulated in the competition documentation evaluation sheet (Annex N2 available in Georgian).

Publicity of grant competition results:

Bidders will be informed about competition results via e-mail notice to their e-mail. Information about NGOs funded based on the grant competition committee decision will also be posted to the CEC and the Training Center websites: www.cesko.ge; www.electionreforms.ge

Grant competition schedule:

  • Competition announcement: April 16, 2018;
  • Deadline for submitting competition documentation: from April 17, 2018 through May 4 (except for weekends), 10:00 to 18:00, at the address: 13th km, David Agmashenebeli Alley, Tbilisi (CEC Building), 5th floor;
  • Informational meetings concerning the rule for submitting competition documentation: April 25 and 27, 2018, 15:00, at the address: CEC Building, 13th km, David Agmashenebeli Alley, Tbilisi.
