To ensure that October 31, 2020 Parliamentary Elections of Georgia are held in a free and peaceful environment, the Center for Electoral Systems Development, Reforms, and Training (the Training Center) and the Academy of the Ministry of Internal Affairs (MIA Academy) of Georgia are cooperating to implement the police officers’ training program on electoral security.

The awareness-raising and training program developed for the above-mentioned purposes envisages informing the officers of the MIA structural units, territorial bodies and other police subunits about effective communication mechanisms between the Election Administration and law enforcement bodies, to ensure that the polling process is conducted in a safe and peaceful environment.

The training for police officers are held via the distant learning method. Under the online training format, the Training Center trainers will cover the following key modules:

  • the importance of safe electoral environment for ensuring democratic elections
  • electoral stakeholders and their role in electoral security (rights and the scope of operation in the election process)
  • identifying risks and taking preventive measures to ensure electoral process security during the period prior to the voting day and on the voting day
  • response mechanisms for ensuring security of the polling process as stipulated by legislation and liability for violations.

The Training Center commenced online trainings in cooperation with the MIA Academy on October 7 and they will run through October 24. During this period, over 4,000 officers of the MIA of Georgia police units will be trained.

To support effective communication between the MIA officers and members of election commissions, the Training Center, in cooperation with the CEC, delivered electoral security module trainings to the members of District Election Commissions. Currently, District Election Commission members are taking training around the above-mentioned module and other procedural matters falling within their purview.

The cooperation between the Training Center and the MIA is based on the Memorandum dated September 27, 2018 and is aimed at supporting holding elections in a safe and peaceful environment.
